Sports betting was approved by Louisiana voters during the election of 2020 allowing the state’s lawmakers to set about creating a legal framework for a regulated market.
Then, on June 7th 2021, Governor John Bel Edwards signed HB 697 into law. This bill put the Louisiana Lottery Corporation in sole control of the local sports betting industry and set a 10% tax rate on net proceeds from retail sportsbooks. The same legislation also specifies that mobile operators pay 15% on their net proceeds.
A couple of weeks later Edwards signed the final two sports betting bills SB 247 and SB 142 into law paving the way for a Fall 2021 launch.

Louisiana’s commercial casinos and racinos are permitted to apply for an online license alongside their retail license. This allows the holder to operate two mobile sports betting skins. The Lottery Corporation has also been issued with an online betting license.
This means that there could be as many as 41 individual sports betting apps if all operators take up the option of launching 2 skins.
Daily Fantasy Sports in Louisiana
Louisiana approved Daily Fantasy Sports (DFS) back in 2018 but it took a special legislative session in the summer of 2020 to allows DFS measures to pass as part of a broader package of gaming bills.
Finally, almost three years after the public voted on DFS contests, the first operator license was approved in July of 2021 when DraftKings received approval to launch.
DraftKings is now live in the state and FanDuel is expected to launch its DFS products around the same time as the sports betting industry launch in Fall of 2021.
What About Online Poker in Louisiana?
The most recent effort to pass online casino and poker legislation was in 2018. At the time, the Senate Committee on Judiciary decided to approve a proposed sports betting bill but to defer a similar bill relating to online casinos. SB 322 was opposed by local video game operators who claimed that an online casino industry would affect their income from gaming.
However, with the recent passing of sports betting legislation and the launch of the DFS market, online casino legislation that includes provisions for online poker could once again come before the House and the Senate. How long before this actually happens though, is anyone’s guess.
