Legal Sports Betting In Maine
Sports betting is legal and live in the state of Maine, having seen approval following the passing of Bill LD585 in August of 2022. The industry then launched on November 3rd, 2023 at 9am.
The approved casino gaming and sports wagering Bill LD 585 saw Maine’s four federally recognized Indian tribes (the Aroostook Band of Micmacs, Houlton Band of Maliseet Indians, Passamaquoddy Tribe of Indian Township and the Penobscot Nation) become the only gambling operators in the state with access to a regulated mobile sports betting market, despite objections from Governor Janet Mills who had previously vetoed such a measure, saying she was “unconvinced at this time that the majority of Maine people are ready to legalize, support, endorse and promote betting on competitive athletic events.”
The state’s two commercial casinos and private sports betting companies were strongly opposed to the measure stating that it would lock them out of a potentially lucrative market – however, this stance changed once it became clear that sports betting operators could partner with local tribes for mobile sports betting and that the commercial casinos would be allowed to open retail sportsbooks. With no opposition, sports betting was then signed into law.
Each of Maine’s tribes may contract with one services provider, but the bill caps the revenue share a management services provider can receive from the operator at 30%.

- Maine sports betting launched on November 3rd as two gambling operators (DraftKings and Caesars), begin taking wagers. BetMGM launches two OTB retail sportsbooks. In May Caesars became the first sportsbook to agree a deal in Maine agreeing partnerships with the Maliseets, Mi’kmaqs, Penobscots tribal nations of Maine. In January the Maine Gambling Control Unit published sports betting rules.
- Sports betting is officially legal in the state of Maine (August), but launch date is some way off. Lawmakers approved LD 585 in April which saw Gov. Mills add online sports betting exclusivity to a tribal sovereignty package
- The House and Senate pass another bill that would allow the state’s commercial gambling entities and tribes to launch sports betting. The legislation ended the session on the appropriations table. It remained there until the 2022 session.
- After voicing concerns over the nature of the bill, Governor Janet Mills exercises her right to veto LD 553 (January). Despite mass support for the bill, lawmakers stop short of voting against the Governor’s veto.
- The Senate voted 19-15 and the House voted unanimously to approve LD 553 that would allow sports betting in the state (June)

Daily Fantasy Sports in Maine
Maine legalized Daily Fantasy Sports (DFS) in August of 2017. This made Maine the fifth state to legalize DFS contests in 2017 and the fifteenth overall.
