Current Legal Standing of Massachusetts Sports Betting

Massachusetts sports betting online is live and legal, as is in-person sports betting. Massachusetts online sportsbooks launched in 2022 and are regulated by the Massachusetts Gaming Commission. Recent Massachusetts Sports Betting Legislation Changes

The sports betting bill, H3977, was initially passed by House lawmakers in July 2021. The bill includes open licensing, college betting, and a tax setup that splits retail and online. However, the Massachusetts Senate passed its version of the bill on April 8, 2022, adding stricter rules on advertising and college betting.

The bill’s final version, HB 5164, allowing retail and online sports betting in Massachusetts, was passed just before the legislative deadline. Governor Charlie Baker signed the bill into law, and retail and MA online betting sportsbooks launched soon after.

In November 2024, the Massachusetts Gaming Commission (MGC) discussed limiting individual bettors. Soon after, it proposed a partnership with the Massachusetts Council on Gaming and Health to launch a public awareness campaign about responsible gambling. On March 26, 2025, state Senator John Keenan, alongside some Representatives, filed a bill to address concerns about addiction (by imposing mandatory daily and monthly betting limits) and ban prop bets.

When Did Massachusetts Legalize Online Sports Betting

A bill to legalize sports betting in MA was passed in the final hours of the 2022 session, and Gov. Charlie Baker signed it on Aug. 10, 2022.

However, retail MA sports betting did not launch until January 31, 2023, with three Massachusetts sports gambling casinos accepting wagers. Mobile and MA online sports betting followed on March 10 of the same year. MA’s sports betting industry did exceptionally well in the same year, with gross gaming revenues of $152.6 million in March.
