Best Minnesota Sports Betting Sites & Apps 2025
Minnesota sports betting is readily available, but only via sites based outside of the US mainland. This is because the Gopher State is yet to launch a state-regulated industry, with lawmakers repeatedly failing to pass relevant legislation. Still, MN sportsbooks are legally accessible across the US with far fewer geo-restrictions. These brands also hold notable advantages like cryptocurrency compatibility, larger bonuses, and download-free mobile platforms.
Our experts use a multi-step process to research and review the best Minnesota sportsbooks, paying close attention to everything from bonuses to betting markets and banking methods. We’ll also give you insight into the state’s essential laws and favorite sports teams. After reading, choose a recommended sportsbook and claim the welcome bonus via our direct links to get started.

Is Sports Betting Legal in Minnesota?
Although several bills have been and still are in the works, sports betting in Minnesota is not legal via state-regulated operators.
However, while Minnesota has not yet passed a bill to legalize state-regulated sportsbooks, residents can still legally bet online using overseas options. These sites operate under legitimate gaming licenses and do not fall under the jurisdiction of Minnesota gambling law. Importantly, MN law targets unauthorized operators, not individual bettors, so players are not breaking the law by placing wagers on these platforms.

Minnesota Sports Betting – The Current Legal Standing
The U.S. Supreme Court’s 2018 repeal of the Professional and Amateur Sports Protection Act (PASPA), enacted initially under Senate Bill 474, opened the door for states like Minnesota to consider their own sports betting laws. However, despite multiple bills introduced in recent years, Minnesota has yet to finalize any meaningful sports betting legislation.
Several MN sports betting bills were introduced between 2018 and 2022 after the repeal of PASPA, but all failed to make it through the House legislative session. Similar stories occurred again in 2023 and 2024, with the former date seeing a bill pass through the House only to later die in the Senate, and the latter date seeing a bill come unstuck due to lawmaker divides on mobile wagering, tribal exclusivity, and even live betting limitations proposed by Senator Erin Maye Quade.
While we await further news, Minnesotans can at least legally participate in the Minnesota state lottery, pari-mutuel horse race betting at Canterbury Park, Daily Fantasy Sports (DFS), and charitable gambling activities. Although several attempts have been made to legalize sports betting within the state, the lack of consensus, especially regarding the aforementioned mobile betting and tribal involvement, has stalled progress.
Recent Minnesota Sports Betting Legislation Changes
Following the failure of the 2025 mobile sports betting bill in February, a new MN sports betting bill, Senate Bill 3414, was presented to the Senate on April 24 of the same year. Again, this bill aims to legalize mobile sports wagering in the state and contains potential regulations for future DFS operators.
As of May, 2025, there is no news on how the updated SB 3414 bill has been received in the Senate. MN sports betting online and in a retail capacity remains illegal via US-licensed sportsbooks.
Will Minnesota Ever Legalize Sports Betting?
In a state with such rich sporting traditions and a host of pro teams that locals are eager to back, it seems likely that the dream of legal Minnesota sports betting will eventually become a reality. However, it’s fair to say there is still a long way to go.
Minnesota’s 11 recognized gaming tribes, which operate 19 casinos, will play a central role in negotiations. Again, with reference to SB 3414, Sen. Nick Frentz aims to tie the state’s sports betting licenses only to tribes operating Class III casinos. However, this will mean redrafting current tribal gaming compacts, which, as we’ve seen in other states, can be a long and drawn-out legal procedure.
In addition, SB 3414 proposes a total ban on push notifications on sportsbooks and DFS apps, stricter responsible gambling measures, and a rethink on MN sportsbook campaign marketing in general – proposals that will likely take time to green/red light when they hit the Senate.
Again, there is a long way to go before we have state-regulated Minnesota betting sites. In the meantime, check our sports betting updates page for pointers on future in-state developments.
How Do the Gambling Laws in Minnesota Compare to Neighboring States
Minnesota is currently lagging behind neighboring states when it comes to legalized sports betting:
Wisconsin
Retail-only sports betting is allowed at select tribal casinos. Online Wisconsin betting, however, remains off-limits for now.
Iowa
Fully legalized online and retail betting in Iowa has been available since 2019. It’s one of the most successful regulated states, with billions in annual handle.
North Dakota
As of May, 2025, North Dakota sports betting is limited to in-person wagers at tribal-run sportsbooks. No state-regulated online access currently exists.
South Dakota
Sports betting in South Dakota is legal when wagered in person at Deadwood and tribal casinos. However, online betting may expand in 2025 pending a voter referendum.
Can You Play at Online Minnesota Betting Sites?
Yes, you can, but only at MN sportsbooks that are legally entitled to operate outside the USA, such as those listed in this guide (BetOnline, etc.).
Note that our recommended offshore-based brands pose no legal risk to Minnesota players. They are verifiably licensed by the likes of the Curacao Gaming Control Board and Gaming Control Anjouan, undergo regular independent audits, and have been trialled, tested, and given the seal of approval by our veteran team of sports betting experts.
In addition, these offshore platforms provide deep college sports betting markets, including team/player props, politics and entertainment markets, and a wide range of crypto banking options not generally found at their licensed US counterparts. As such, even if legalized, Minnesota sports betting one day becomes a reality, these offshore platforms will still likely take a fair share of the market.
How We Rank the Best Minnesota Sportsbooks
Sports betting in Minnesota is highly enjoyable, but only at the best platforms. Our experts employ an exhaustive ranking process to select the top betting apps in the North Star State. The most important characteristics to review include:
Top 3 Minnesota Sports Betting Sites for 2025
Every Minnesota sports betting site on our top 10 list is a great option, but these five are the real cream of the crop. The sportsbooks below have huge betting markets, simple sign-up processes, big bonus offers, and many more great features for MN sports bettors like you to enjoy.
1. BetOnline – Best Parlay Features & Wide Betting Markets
- Welcome Offer: $250 in free bets
- Promo Code: FREE250
If you want the best experience for online betting in Minnesota, consider BetOnline. This sportsbook is our #1 top-ranked sportsbook. Over 30 unique betting markets are available year-round, including unique markets and features you won’t find at other top Minnesota online sports betting sites.
The biggest thing that makes BetOnline unique is its variety of betting markets. In addition to traditional markets, the site has a vast selection of novelty markets. Most offshore sites offer presidential election bets. BetOnline has Senate races, game shows, and even markets about where the price of Bitcoin will be.
If novelty markets aren’t your thing, don’t worry. BetOnline is great for betting on the NBA, NFL, and other top leagues. It has dozens of bets available per game, including various player props you can mix and match together in high-value same-game parlays. BetOnline even has tools to help you make parlays, such as its Mega Parlays feature. You can also select the Odds Boosters menu to find boosted player props and parlays.
2. BetUS – One of the Best Minnesota Betting Apps for Cryptocurrency Welcome/Reload Bonuses
- Welcome Offer: 125% deposit match up to $2,625 (100% sports + 25% casino)
- Promo Code: JOIN125
All of the top betting sites in Minnesota covered in this guide accept cryptocurrency payments, but none are as rewarding for crypto users as BetUS. This sportsbook has a massive 150% deposit match welcome bonus for crypto sports betting fans. This offer allows you to claim up to $1,500 in bonus bets. It’s just one of many things that BetUS has to offer bettors in the state.
Founded in 1994, BetUS is one of the oldest and most trusted offshore sportsbooks available in the US. You probably could’ve guessed this if you’ve used the BetUS website, as it’s a bit outdated compared to more modern sports betting sites. That shouldn’t put you off playing at BetUS, though.
BetUS has more unique bonuses and bets for major American sports markets than most other sites. Additionally, the site has a considerable backlog of betting tips, guides, and even a dedicated BetUS TV network where you can get free tips and picks on the Vikings and Timberwolves from real sports betting experts. If you are new to MN online sportsbooks, BetUS might be your best option.
3. BetWhale – Biggest Fiat Currency Welcome Bonus
- Welcome Offer: 125% up to $1,250
- Promo Code: N/A
BetUS, Bovada, and other top-rated Minnesota betting apps tend to rank well with us because these sites have high-yielding cryptocurrency welcome bonuses. However, you can still claim a huge bonus if you’re not really into crypto. All you need to do is sign up for BetWhale, a Minnesota betting app that will match 125% of your first deposit up to $1,250.
BetWhale also stands out for its variety of banking options. Players looking to wager at no KYC betting sites can transact near-anonymously using five different coins, including Bitcoin, Litecoin, Ethereum, and Tether; however, it’s worth noting that CashApp Bitcoin wallets can not be used. In addition to cryptocurrencies, you can use Visa, Mastercard, American Express, and Discover credit/debit cards. Most other sportsbooks have these options too. BetWhale goes above and beyond. It also accepts Neosurf and PayPal, which aren’t as widely available.
BetWhale processes all deposits instantly, while withdrawals typically take 3-5 business days, even for crypto. Withdrawal times are the one major thing we want to see BetWhale improve. Otherwise, it’s a great sportsbook with 25+ sports betting markets, live betting, and unique horse racing betting options.
Popular Teams & Events to Bet on in Minnesota
Minnesota has several major league teams, making the North Star State a popular option for bettors. Here are the main leagues and franchises to know:
NFL: Minnesota Vikings
The NFL is the most popular Minnesota sports betting option, especially when the Vikings are playing. Playing their trade in the NFC North division, the Vikings are playoff regulars, boosting the availability of everything from props to parlays. The Vikes are still waiting for a maiden Super Bowl triumph, having the most conference championship appearances without lifting the Vince Lombardi trophy.
MLB: Minnesota Twins
Sports betting in Minnesota regularly focuses on the MLB, mainly due to the extreme frequency of these games. The Minnesota Twins play 162 games during the season, providing ample opportunities.
NHL: Minnesota Wild
Due to the colder climate, hockey is a fan favorite across the North Star State. The Minnesota Wild are a top draw for sports betting in Minnesota, although they haven’t quite hit the heights many locals expect since their 2000 formation.
NBA: Minnesota Timberwolves
Minnesota’s interest in NBA betting has climbed significantly thanks to the Timberwolves’ recent resurgence. With stars like Anthony Edwards and Karl-Anthony Towns leading the charge, Wolves games draw sharp attention in both spread markets and player props.
NCAA: Gophers
College sports have long-standing roots in Minnesota, and betting on the University of Minnesota’s Gophers teams is no exception. Whether it’s Big Ten football Saturdays or March Madness runs, the Gophers bring strong regional betting interest.
Major Events For MN Sports Betting
Naturally, certain sports betting events attract the most attention. The Minnesota Vikings vs Green Bay Packers rivalry is one of the NFL’s most famous and fiercest, always leading to high betting volume on both sides of the border. With the Timberwolves emerging as a Western Conference contender, NBA Playoffs betting is heating up fast, particularly around player props and game-to-game spreads. Even outside the big leagues, local events like the Twin Cities Marathon attract niche betting markets, particularly as MN sportsbooks expand into more diverse event coverage.
Responsible Gambling Resources for MN Players
Never underestimate the importance of responsible gambling while enjoying Minnesota sports betting. Without staying vigilant and wary, the hobby can quickly slide into a troublesome addiction. We strongly urge all bettors to maintain strict budgeting protocols to eliminate any chance of overspending.
