Is Sports Betting Legal in Minnesota?

Minnesota Sports Betting – The Current Legal Standing

The U.S. Supreme Court’s 2018 repeal of the Professional and Amateur Sports Protection Act (PASPA), enacted initially under Senate Bill 474, opened the door for states like Minnesota to consider their own sports betting laws. However, despite multiple bills introduced in recent years, Minnesota has yet to finalize any meaningful sports betting legislation.

Several MN sports betting bills were introduced between 2018 and 2022 after the repeal of PASPA, but all failed to make it through the House legislative session. Similar stories occurred again in 2023 and 2024, with the former date seeing a bill pass through the House only to later die in the Senate, and the latter date seeing a bill come unstuck due to lawmaker divides on mobile wagering, tribal exclusivity, and even live betting limitations proposed by Senator Erin Maye Quade.

While we await further news, Minnesotans can at least legally participate in the Minnesota state lottery, pari-mutuel horse race betting at Canterbury Park, Daily Fantasy Sports (DFS), and charitable gambling activities. Although several attempts have been made to legalize sports betting within the state, the lack of consensus, especially regarding the aforementioned mobile betting and tribal involvement, has stalled progress.

Recent Minnesota Sports Betting Legislation Changes

Following the failure of the 2025 mobile sports betting bill in February, a new MN sports betting bill, Senate Bill 3414, was presented to the Senate on April 24 of the same year. Again, this bill aims to legalize mobile sports wagering in the state and contains potential regulations for future DFS operators.

As of May, 2025, there is no news on how the updated SB 3414 bill has been received in the Senate. MN sports betting online and in a retail capacity remains illegal via US-licensed sportsbooks.

Will Minnesota Ever Legalize Sports Betting? 

In a state with such rich sporting traditions and a host of pro teams that locals are eager to back, it seems likely that the dream of legal Minnesota sports betting will eventually become a reality. However, it’s fair to say there is still a long way to go.

Minnesota’s 11 recognized gaming tribes, which operate 19 casinos, will play a central role in negotiations. Again, with reference to SB 3414, Sen. Nick Frentz aims to tie the state’s sports betting licenses only to tribes operating Class III casinos. However, this will mean redrafting current tribal gaming compacts, which, as we’ve seen in other states, can be a long and drawn-out legal procedure.

In addition, SB 3414 proposes a total ban on push notifications on sportsbooks and DFS apps, stricter responsible gambling measures, and a rethink on MN sportsbook campaign marketing in general – proposals that will likely take time to green/red light when they hit the Senate.
