The Netherlands gambling industry, which encompasses both land-based venues and online gambling websites, is a thriving market that generated €3.4bn (£2.95bn/$3.59bn) in net gaming revenue (NGR) in 2022 – the most recent full year reporting period for both online and retail sectors combined.

The first fully licensed casino of the modern era, Holland Casino, opened in Zandvoort on October 1st, 1976. Holland Casino, a government-owned enterprise, holds the exclusive legal authority over gambling operations in the Netherlands, operating fourteen casinos across the nation. All revenues generated by Holland Casino are directed straight to the Dutch treasury.

Online gambling officially launched in the Netherlands on October 1st, 2021. Prior to this, unlicensed and unregulated gambling websites operated in the country. All were forced to leave the market or apply for a license once online gambling legislation was approved and signed into law.

According to recent statistics, approximately 80% of Dutch adults have participated in some form of gambling activity at least once in their lifetime.

Lotteries are among the most popular form of gambling in the Netherlands, with a significant portion of the population regularly purchasing tickets for weekly draws.

In the final six months of 2023, 5% of the Dutch adult population gambled online.

73% of gross gaming revenues come from casino games while sports betting generates around 25%.

The government-owned Holland Casino holds the monopoly on land-based casino gaming. However, there are many smaller venues located throughout the country that have a limited number of slots machines. The majority of casinos and slot machine venues are based in the south and West of the country.

The Netherlands ranks 18th in Europe in terms of how much money the average customer spends at casinos across the course of a year.

The most recent land-based gambling revenue data shows that casinos generated €1.12 billion in revenues during 2022. This was 33% of the total revenue figure for the year.

According to the latest report from the Netherlands gaming authority, Kansspelautoriteit (KSA), the online industry generated €1.39 billion in the full year 2023.

Problem Gambling

Problem gambling is a concern in the Netherlands, with an estimated 2% of the population experiencing issues related to excessive gambling. Efforts are being made to address problem gambling through education, awareness campaigns, and support services.

According to Netherlands Gambling Authority’s (KSA) 2023 Annual Report, Between January 1, 2023, and January 1, 2024, the number of self-excluding customers using the Netherlands Cruks program more than doubled from 30,806 to 60,902.

2023 saw 76,000 people self exclude for a short period of time. Many of these were for a period of less than six months.

Of that figure, 20,000 were automatically removed once their exclusion period came to an end.

A further 26,000 people ended their exclusion period voluntarily.

In 2023, 21.8% of self-excluding gamblers chose the minimum six-month period, down from 35% in 2022.

In 2023, there were 5,534 instances of public contact with the KSA, a rise from 3,999 in 2022. Among these interactions, 3,873 inquiries were related to the Cruks self-exclusion register, compared to 2,168 inquiries in 2022.
