Cambodia’s gaming regulator is developing a casino integrity and quality evaluation framework intended to set minimum suitability conditions for casinos seeking to retain their licences. The General Secretariat of the Commercial Gambling Management Commission of Cambodia (CGMC) reviewed and discussed the proposed framework at a meeting on September 4, according to an official statement reported by AGBrief.
The regulator has not disclosed the specific assessment criteria or an implementation timetable, leaving open how the framework will be applied to individual renewal decisions once finalised. The proposal follows Cambodia’s ongoing scrutiny of casinos linked to scam compounds, which has drawn attention to gaps between licensing on paper and conduct on the ground.
Regulatory Basis Still Undefined
The CGMC said the framework would determine the minimum suitability conditions for obtaining a casino licence, based on applicable laws, regulatory instruments and the stated need to strengthen Cambodia’s commercial gambling sector. Beyond that framing, the regulator has not identified a specific statute, capital threshold or scoring methodology, nor confirmed when a final implementing regulation might take effect.

The initiative follows a wider campaign against online scam operations and other illegal activities associated with some gaming properties. A further 23 casinos had their licences expire and ceased operations during the same period.
Separately, authorities investigated 751 locations suspected of involvement in online scam operations and shut down 605. The CGMC has also acted against individual properties: in May it revoked the licence of Casino Ying Huang in Sihanoukville after authorities alleged links to online scams and uncovered illegal possession of weapons and narcotics, and a month earlier it revoked the licence of Shang Hai Resort in Svay Rieng province following an inspection that uncovered scam-linked activity.

The September 4 meeting was chaired by CGMC Secretary-General Yeth Vinel and included senior officials, technical advisors and representatives of the regulator’s internal audit unit. The CGMC reiterated that the framework’s basis lies in applicable laws, regulatory instruments and the broader objective of strengthening the sector’s compliance standing.
