The Netherlands gambling regulator, Kansspelautoriteit (KSA), has fined online gambling operator Toto Online €400,000 for marketing its products and services to young adults.

According to the regulator, an investigation found that Toto Online had sent out promotional emails to its entire customer base from October 1st 2021 to February 1st, 2022. This included marketing emails that included bonus offers sent to young adults in the 18-23 year old category. Under Dutch gambling regulations sportsbooks and online casinos in the Netherlands are prohibited from marketing to young adults in this age bracket.

Speaking of the breach, René Jansen, chairman of the KSA said:

‘The law states that vulnerable groups, including young adults, must be given extra protection. People in this age group are still developing. As a result, they are considered more vulnerable to developing gambling addiction and the effects of problem gambling.

With this in mind, gambling providers must fully respect the rules intended to protect these vulnerable groups. That didn’t happen here and that’s why the KSA made the decision to impose a fine.’
