Two license holders fined for breaches

Singapore’s new gambling regulator, the Gambling Regulatory Authority (GRA) has published its annual report revealing that it reprimanded two gambling licenses holders in the past year for three separate breaches.

According to the report, Resorts World Sentosa (RWS) was issued two breach notices both of which related to due diligence measures. The report explains that in the first case, RWS failed to perform customer due diligence measures in breach of Regulation 13(2) of the Casino Control (Prevention of Money Laundering and Terrorism Financing) Regulations 2009, and was fined SG$20,000 ($14,600/€13,249).

The second case was for a similar due diligence failure that breached Regulation 14(1A)(a) and (c). This saw the operator fined SG$75,000 ($54,800/€51,826).

The third regulation breach notice was issued to Ceylon Sports Club. The license holder was found to have breached Section 88(1)(a)(i) of
the Gambling Control Act 2022 (GCA). As a result of the breach, the GRA suspended the operator’s license for one month.

All three enforcement actions were the first carried out by the newly established regulator. No details of when the breaches took place were published in the report.

So far in 2023, gambling regulators across the globe have issued a total of $378,769,020 (€358,710,031/£311,803,799) in fines and penalties.
