The Michigan Gaming Control Board (MGCB) has issued a summary suspension order against Churchill Downs Technology Initiatives Company, for its TwinSpires Racebook.
The MGCB announcement cites multiple violations of Michigan’s gaming laws and the Horse Racing Law of 1995.
The suspension arises from TwinSpires’ continued operation of advance deposit wagering (ADW) services for Michigan residents, despite a formal directive to cease such activities.
Under Michigan law, ADW and simulcast wagering must be associated with a licensed live race meet. Currently, no tracks in Michigan hold licenses to conduct live horse racing. This means that all ADW activities are, in effect, illegal. The last Thoroughbred race in Michigan took place at Hazel Park in 2018, and while Northville Downs, a Standardbred track, received conditional approval for harness racing meets in 2024, full licensing has not been granted.
On December 23rd, 2024, the MGCB instructed all licensed ADW providers—Xpressbet, TwinSpires, NYRAbets, and TVG Network—to halt operations with Michigan residents by January 1st, 2025.
While the other providers complied, TwinSpires notified the Board on December 31st, 2024, of its intention to continue offering wagering services, contravening state law. This defiance led the MGCB to enforce the suspension order to ensure adherence to Michigan’s gaming regulations.
A virtual hearing before an Administrative Law Judge has been requested to determine whether the suspension should remain in effect and to assess potential fines or penalties against TwinSpires. The MGCB emphasizes its commitment to maintaining fair and legal gaming practices within the state and advises residents to engage only with licensed operators.
