Arkansas Sports Betting – The Current Legal Standing

On May 14th, 2018, the Supreme Court ruled that the Professional and Amateur Sports Protection Act of 1992 (PASPA) was unconstitutional, lifting the federal ban on sports betting. Following the court’s ruling, lawmakers in Arkansas opted to put the question of legal sports betting to the electorate.

In November 2018, the state’s residents voted to establish a regulated market in Arkansas. The ballot measure allows retail sportsbooks to open in the state’s four casinos. The Arkansas Racing Commission regulates the industry. The state’s first legal sports wagers were placed on July 1st, 2019. However, the voter referendum only allowed for retail sports betting, meaning mobile sports betting was unavailable at launch. This changed when lawmakers approved an expansion bill allowing betting apps to launch in March 2022.

Mobile sports betting in Arkansas went live on March 4th, 2022. Three state casinos are now licensed to offer online sports betting, with a fourth (Legends Resort & Casino) currently in the works. Interestingly, however, only Southland Casino Racing, in partnership with Betly, was ready for the official launch date.

Recent Arkansas Sports Betting Legislation Changes

Arkansas sports betting legislation has seen little change in recent years. Notably, the state has maintained its support for in-state college betting and college player props, standing in contrast to the growing national trend of restricting these markets.

Beyond that, Arkansas has had several issues with Daily Fantasy Sports operators. In February 2024, Arkansas accused DFS operators of violating Amendment 100 of the Arkansas Constitution and of offering illegal sports betting services in the state. The state then sent cease-and-desist letters to Underdog and PrizePicks.

When Did Arkansas Legalize Sports Betting?

Legal, fully-regulated Arkansas sports betting has been available since November 2018, when state residents voted in favor of a ballot initiative to legalize sports betting and casino gambling at retail locations at four casinos.

Mobile and online sports betting in Arkansas took longer to get going. However, lawmakers finally approved changes to the rules on February 17th, 2022, and AR sports betting online was possible from March 4, 2022, just in time for March Madness. As of June, 2025, Oklahoma sports betting remains unregulated; there are no legal retail or online sportsbooks in the state. That’s not to say there haven’t been huge efforts made since the PASPA repeal in 2018. Unfortunately, issues surrounding the open market idea that would allow popular brands like DraftKings to operate have seen plenty of opposition from Oklahoma’s tribal nations. Tennessee

Online Tennessee sports betting was passed into law on April 15, 2020, and went live on November 1, 2020. As of June, 2025, 13 regulated sportsbooks operate in the state. Interestingly, however, there are no retail betting locations.

Mississippi

Following the repeal of PASPA in 2018, Mississippi was among the first states to legalize retail sports betting. However, the path to MS online sports betting has proven more challenging, with multiple bills failing in recent legislative sessions. In 2025, there is renewed optimism, as Mississippi now allows mobile sports betting through apps linked to casinos, provided users are physically on-site.

Louisiana
