New Jersey voters first approved sports betting through a referendum in November 2011. The referendum result led to the Sports Wagering Act 2012, that was signed into law by then Governor Chris Christie. The legislation allowed wagering at casinos and racetracks on specified professional and collegiate sporting events.

However the NFL, NHL, MLB, and NCAA filed a lawsuit to block the legislation claiming that it was in direct violation of the Professional and Amateur Sports Protection Act of 1992 (PASPA). The suit was successful and led to an injunction against the state’s attempts to launch sports betting. The leagues also won a later appeal against the injunction.

New Jersey then took the case to the US Supreme Court and on May 14th, 2018, the court ruled that PASPA was unconstitutional rendering the injunction taken by the sporting leagues null and void.

This allowed the state to push through legislation in the form of Bill 411 to allow single-event sports betting at casinos and racetracks. Governor Phil Murphy placed the first bet on June 11th, 2018 as New Jersey became the third state with a regulated sports betting market.

New Jersey is now the market leader in sports betting with many of the biggest retail and online sportsbooks in the United States operating in the state.

The New Jersey sports betting industry is regulated by the New Jersey Division of Gaming Enforcement while the New Jersey Racing Commission (NJRC) regulates parimutuel wagering, account wagering and exchange wagering on horse racing in the state.

In Nov 2024 the New Jersey Assembly Committee advanced legislation to ban player-specific proposition bets. The legislation would prohibit sports wagering licensees from offering or accepting wagers on player-specific proposition bets on collegiate sports or athletic events. The bill text states that it “seeks to prevent future harassment of student-athletes by angry sports bettors”.

Mobile sports betting in New Jersey launched in August 2018 and is one of the strongest mobile sports betting markets in the US.

State legislation requires that all online sportsbook operators partner with a bricks and mortar casino.
