The UK Gambling Commission joined Greater Manchester Police and Manchester City Council Licensing officers on 28 May to raid an unlicensed gambling premises on Chester Road in Manchester city centre, resulting in two arrests and the seizure of gambling equipment, cash, and other materials.

Officers arrested a 33-year-old man and a 66-year-old woman on suspicion of offences under the Gambling Act 2005 and the Licensing Act 2003. Both individuals were previously arrested for similar offences under the same legislation, suggesting a pattern of repeat activity rather than an isolated incident. Items seized at the premises included gambling tables, poker chips, cash, account books, alcohol, and mobile phones.

Greater Manchester Police’s Financial Crime Unit and Money Laundering teams are now supporting the ongoing investigation. GMP has stated that the arrests followed a proactive intelligence-led investigation by the City Centre Neighbourhood Crime Team into reports of an unlicensed gambling operation, and that illegal gambling venues are frequently connected to wider criminality including money laundering and serious organised crime.

PC Nial Vivian of Greater Manchester Police said: “Illegal gambling can cause many issues – from disputes about cash to money laundering – and it is important that we shut them down whenever we come across them.”

Sue Young, Executive Director of Operations at the Gambling Commission, said: “Tackling all forms of illegal gambling is a focus for the Commission so we were keen to work in partnership with Greater Manchester Police and Manchester City Council on this operation.”

The watchdog has significantly scaled up enforcement activity across both digital and physical illegal gambling in the past year. Last year alone, the regulator removed 356 illegal lotteries, issued 741 cease-and-desist actions, and completed more than 1,100 website disruptions linked to unlawful gambling activity. The Commission has also confirmed increased funding over the next three years earmarked for more complex criminal investigations.

While much of the black-market enforcement discussion has centred on offshore betting sites operating without UK licences, physical premises of this type present a distinct enforcement challenge – particularly where unlicensed alcohol sales and suspected financial crime are involved. The Manchester operation reflects a broadening multi-agency model in which councils, police, licensing officers, and financial crime specialists act in coordination rather than in isolation.

In a similar case, the Gambling Commission suspended the licence of Victoria Gate Casino in Leeds following serious concerns over anti-money laundering and counter-terrorist financing risks, underscoring the regulator’s continued focus on AML failures across both licensed and unlicensed operations.
